2. Why has China established a new compulsory product certification system?

For a long time, my country’s compulsory product certification system has the problems of multiple administrations, repeated reviews, repeated charges, and the indistinguishability of certification behaviors from law enforcement behaviors. In particular, there are two sets of certification management systems for domestic and imported products, both internally and externally. The former State Bureau of Quality and Technical Supervision implements safety certification and compulsory supervision and management of domestic products and some imported goods. The former State Administration of Entry-Exit Inspection and Quarantine implements an imported goods safety and quality licensing system for imported goods. These two systems included part of the imported products in the scope of compulsory certification, which resulted in the two competent authorities implementing two certifications, affixing two marks, and implementing two standards and procedures for the same imported product. With my country’s accession to the WTO, in accordance with the WTO Agreement and internationally accepted rules, my country is required to unify the two certification systems and implement the "four unifications" for the compulsory product certification system, namely, unified catalog, unified standards, technical regulations, and conformity assessment procedures. , Unified certification mark, unified charging standard.
